The Cage is more of a large tower and it is highly populated as well with everyone landing on the topmost part of the tower for the most part. If this is the destination of choice either landing on the top of the tower, expecting a fight, or landing on the outside of it, where there's tons of loot in the small bunkers, avoiding contact, can be a preferred play here. It's one of the rare locations that going into combat is a choice rather than a necessity but in the endgame, being on the top of the tower is where everyone would love to
